PBG (Persetujuan Bangunan Gedung)
Definition
Persetujuan Bangunan Gedung — the building approval system that replaced the IMB (Izin Mendirikan Bangunan) under Government Regulation No. 16 of 2021 and Law No. 11 of 2020 (Cipta Kerja / Job Creation Law). PBG shifts from a permit-based to a compliance-based system: the applicant submits technical documents demonstrating compliance with building standards, and the government reviews and approves rather than granting a discretionary permit. The PBG is issued before construction; the SLF is issued after.

Under the PBG system, a developer in Surabaya submits architectural, structural, and MEP drawings through the online SIMBG (Sistem Informasi Manajemen Bangunan Gedung) platform, which routes the application to the relevant technical reviewers before issuing the PBG approval to commence construction.
