Definition
Ruang Terbuka Hijau — open green space, a legally mandated component of Indonesian urban planning under Law No. 26/2007 on Spatial Planning. Cities must allocate a minimum of 30% of their total area as RTH, divided between public green space (20%) and private green space (10%). RTH encompasses public parks, street trees, riverbank buffers, and private gardens, and is intended to support urban ecology, flood management, and thermal comfort.
Example
Jakarta's green space deficit — the city achieved roughly 9% RTH against the 30% legal target by the 2010s — has driven policy to convert former industrial land into public parks, including the Hutan Kota series, as part of efforts to close the gap.
